Issues: SeRP titling

To Whom it May concern:

How/who decides the titles of these big subjects? Ex: I've seen "mortgage bailout" financial, Wall Street Bailout, Wall St. Bailout, and Financial Crisis. Many times I have a very difficult time in trying to suggest a good link but don't know how to choose and/or create a proper SeRP heading. suggestions. I always try to search the site to see if someone already suggested the link and under what subject title it may go on. (why create more work for someone, when it is not needed right.) I don't find anything, wind up creating another page and two days later find the link on a differently titled SeRP. I put in extra time so someone else doesn't have to and wind up creating a useless/redundant SeRP which in turn may be creating extra work for someone anyway.

Any suggestions?
